【摘要】:Thecontributionsthataneffectiveremotesensingsystemcanmakeare:Provideastrategicpictureoftheoverallspill,Assistindetectionofslickswhentheyarenotvisiblebypersonsoperatingat,ornear,thewater''ssurfaceoratnight,Providelocationofslickscontainingthemostoil,Provideinputfortheoperationaldeploymentofequipment,Extendthehoursofclean-upoperationstoincludedarknessandpoorvisibility,Identifyoceanographicandgeographicfeaturestowardwhichtheoilmaymigrate,Locateunreportedoil-on-water,Collectevidencelinkingoil-on-watertoitssource,Helpreducethetimeandeffortforlongrangeplanning,Alog,ortimehistory,ofthespillcanbecompiledfromsuccessivedataruns,andAsourceofinitialinputforpredictivemodelsandforx201C;truthingx201D;orupdatingthemovertime.1.1Thisguideprovidesinformationandcriteriaforselectionofremotesensingsystemsforthedetectionandmonitoringofoilonwater.1.2Thisguideappliestotheremotesensingofoil-on-waterinvolvingavarietyofsensingdevicesusedaloneorincombination.Thesensorsmaybemountedinhelicopters,fixed-wingaircraft,orlighter-than-airplatforms.Excludedaresituationswheretheaircraftisusedsolelyasatelemetryorvisualobservationplatformandexo-atmosphereorsatellitesystems.1.3Thecontextofsensoruseisaddressedtotheextentithasabearingontheirselectionandutilityforcertainmissionsorobjectives.1.4Thisguideisgenerallyapplicableforalltypesofcrudeoilsandmostpetroleumproducts,underavarietyofmarineorfreshwatersituations.1.5Manysensorsexhibitlimitationswithrespecttodiscriminatingthetargetsubstancesundercertainstatesofweathering,lighting,windandsea,orincertainsettings.1.6Thisguidegivesinformationforevaluatingthecapabilityofaremotesurveillancetechnologytolocate,determinethearealextent,aswellasmeasureorapproximatecertainothercharacteristicsofoilspilleduponwater.1.7ThevaluesstatedinSIunitsaretoberegardedasstandard.Nootherunitsofmeasurementareincludedinthisstandard.1.8Remotesensingofoil-on-waterinvolvesanumberofsafetyissuesassociatedwiththemodificationofaircraftandtheiroperation,particularlyatlowaltitudes.Also,insomeinstances,hazardousmaterialsorconditions(forexample,certaingases,highvoltages,etc.)canbeinvolved.Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatoryrequirementspriortouse.
